The Land Settlement Agency was established by an Act of Parliament, six months after the legislation of the State Land (Regularisation of Tenure) Act Number 25 of 1998 was passed and became law.

In accordance with the new Government housing policy the Agency was restructured in 2003 to improve its efficiency and effectiveness in fulfilment of its mandate.
